Its not on the block at all, its on the pan, and I beleive that part actually bolts into the pan so you wont have to remove the pan. See if you can pound a 23mm on that nut and get it off and then replace. Try a standard socket instead of a 23mm. There might be one that is slightly under 24mm and it will be much easier to pound it down.
